There's an emerging view that flu cases and deaths have been low across the country because masks and distancing do in fact work, and they may work really well for a virus like the flu that isn't as contagious as this coronavirus. More research needed, and know that doesn't fully answer your question (I have not scoured the data you mention) but I hope that helps.
