I would have to dig back into the research to answer the technical "when" question, but regarding the tug: earth and moon (and sun) are all constantly pulling on each other. It's enough to raise ocean tides on Earth, and raise them higher when the moon is closer (at perigee). Likewise, when closer, Earth is tugging more on the moon, and its crust is fragile.
